Charter of the Association of African Election Authorities

The Charter was developed through consultations among African election management bodies in Cape Town, South Africa in 1995, and Windhoek, Namibia in 1996. It was formally adopted during the inaugural AAEA Conference held in Kampala, Uganda, from 14–16 January 1997, officially establishing the Association as a continental, independent, and non-political organization committed to promoting credible, peaceful, and democratic elections across Africa.

The Charter defines the Association’s objectives, principles, and governance structure, while establishing its main organs — the General Assembly, Executive Committee, and Secretariat. It also sets out the rights and responsibilities of member election authorities, promotes cooperation and consultation among African electoral institutions, and provides a common framework for electoral assistance, conflict resolution, electoral reform, and collaboration with regional and international partners.
